Looks like my friends are getting just that.

reported across Western New York! Very nice. Wish I was there.

Dramatic crippling out of season event. Unprecedented meteorological parameters.
Words cannot due justice to the astounding event which opened the 2006-07
season. Not only was it the earliest named event by far (two weeks) of the over
120 in the 13 year record of our lake effect archive, but it was the most unique
in regards to destruction of trees and power outages, directly because of its
out of season factor. Almost a million residents of the Niagara Frontier lost
power, some for as long as a week, and tree damage was the worst in memory,
especially to the lush vegetation in the many historic parkways and parks in the
Buffalo area.
The extreme parameters of the event were noted all week and even mentioned six
days ahead in forecast discussions. The depth of cold air was almost
unprecedented for so early in the season and Lake Erie was a mild 62 degrees,
three degrees above normal for October 12. Instability levels were dramatic with
850 mb to surface delta t's of 24C or so, inversion levels were simply off the
chart at 25k feet with omega and Cape values unprecedented for a lake
effect event. The only question, and a big one, was whether the boundary layer
could be cold enough to maintain snow with a flow off a 62 degree lake. It was
initially assumed that there would just enough moderation for the bulk of this
forecasted intense lake effect storm to fall as rain, with perhaps some graupel
or wet snow inland, but by Thursday morning (12th) it was becoming
marginal, and a Warning was issued early Thursday afternoon for 1-6" of wet
snow, specifically because of the fact that most trees were still in full leaf,
and the threat of serious damage and associated power outages.
The event began with lake effect rain during Thursday morning and midday, and
enough cold air became entrained to change over the precipitation to wet snow in
the Buffalo area by 3 pm. Still, little accumulation resulted for a few hours,
but by 8-9 pm, reports of trees falling and power outages suddenly increased
rapidly after 2-3" of snow, which was very wet and weighed down the trees.
Conditions only worsened overnight with near constant thunder and lightning for
a good 12 hours. Cloud tops reached an incredible 25-30 thousand feet, about
double we have previously observed in the worst events, this was directly
attributed to the phenomenal uplift over the 62 degree lake.
The heaviest snowband set up across the North Towns Thursday evening, then
drifted south to the Southtowns around midnight, then lifted slightly to the
city and eastern suburbs in the wee hours before lifting north across the
Northtowns again around daybreak and eventually to Niagara county Friday (13th)
morning where it weakened and faded to rain as the dynamic cooling process faded
and allowed the boundary layer to moderate.
It was apparent that the associated uplift and dynamic cooling was so strong
that it overcame any attempt of boundary layer warming from the lake. There
even may have been cooling near its edge because of this dynamic cooling as
evident by lowering dew points at Cleveland, Erie and Dunkirk early in the
event, perhaps a sign of air advecting into the lakeband from the land.
Even though plenty of damage resulted already in the first few inches, total
snowfall in this event was simply unbelievable. 5 to 8 inches fell in the first
phase of the event between 3 pm and midnight, but the snow water equivalent (swe) ratio
was around 6:1 or so, hence the terrific damage to trees and powerlines. The
second phase featured slightly drier snow, maybe 12:1 but it piled up another
foot in heaviest area, in just 4 hours or so. The 22.6 inches recorded at the
Buffalo airport not only blew away any October record (6" in 1909, only 4 falls
of 2" or more in 100 years in October), but was the 6th greatest
snowfall ever at any time in Buffalo!
The crippling snows extended well across Genesee and Orleans counties, and
pushed into extreme southern Niagara county, but there was a sharp cutoff to any
damage, which ran along a line from Whitehaven Road on Grand Island to
Wheatfield to Medina on the north, Leroy and Bergen on the east, and East Aurora
and southern Hamburg on the south.
Finally, all snow melted within about 48 to 60 hours with little flooding. Here

BUFFALO, N.Y. -- A rare early October snowstorm left parts of western New
York blanketed with 2 feet of snow Friday morning, prompting widespread
blackouts, closing schools and halting traffic.
The snow downed scores of tree limbs and toppled power lines, leaving more
than 155,000 customers without electricity.
By early Friday, 14 inches of snow had been recorded at the
Buffalo Niagara International Airport, with reports of 2 feet elsewhere,
said Tom Paone, a meteorologist with the National Weather Service. The
snowfall was expected to continue throughout the morning, he said.
On Thursday, 8.3 inches of heavy snow set the record for the "snowiest"
October day in Buffalo in the 137-year history of the weather service, said
meteorologist Tom Niziol. The previous record of 6 inches was set Oct. 31,
1917.

...HISTORIC SNOWFALL FOR THE NIAGARA FRONTIER...
A MAJOR EARLY SEASON LAKE EFFECT SNOW STORM DELIVERED A KNOCKOUT
PUNCH TO PORTIONS OF THE NIAGARA FRONTIER LATE THURSDAY NIGHT
THROUGH EARLY FRIDAY MORNING. THE STORM SET RECORDS FOR SNOWFALL SO
EARLY IN THE SEASON AND ALSO PRODUCED EXTENSIVE DAMAGE ACROSS THE
AREA.
ALTHOUGH THE LAKE EFFECT SNOWBAND WAS NEVER MORE THAN ABOUT 15 MILES
IN WIDTH, IT SET UP ACROSS THE MOST HEAVILY POPULATED STRETCH OF
WESTERN NEW YORK, INCLUDING THE CITY OF BUFFALO, AS WELL AS NEARBY
SUBURBS LIKE TONAWANDA AND AMHERST IN ERIE COUNTY AND NORTH
TONAWANDA IN NIAGARA COUNTY.
THERE WERE SEVERAL INGREDIENTS THAT CAME TOGETHER TO PRODUCE SERIOUS
IMPACTS ACROSS THE REGION. CHILLY SOUTHWEST WINDS FOLLOWING THE
PASSAGE OF A COLD FRONT THURSDAY AFTERNOON ALIGNED THEMSELVES ALONG
THE GREATEST LENGTH OF LAKE ERIE. AS THE COLD WINDS CROSSED THE 62
DEGREE LAKE, LARGE AMOUNTS OF MOISTURE WERE TRANSPORTED INTO THE
ATMOSPHERE. THE TEMPERATURE A FEW THOUSAND FEET ABOVE THE GROUND
COOLED JUST ENOUGH TO TURN RAIN SHOWERS OVER TO ALL SNOW BY LATE IN
THE DAY. WINDS REMAINED OUT OF THE SAME DIRECTION FOR ABOUT A 14
HOUR PERIOD KEEPING THE SNOWBAND NEARLY STATIONARY OF THE SAME
LOCATION. FINALLY, BECAUSE THE TREES IN THE REGION STILL HAD MOST OF
THEIR LEAVES, THE HEAVY WET SNOW WEIGHED THE BRANCHES DOWN AND
EVENTUALLY CAUSED SIGNIFICANT DAMAGE. TREE LIMBS CAME DOWN ON POWER
LINES AND RESULTED IN WIDESPREAD POWER OUTAGES. LATEST ESTIMATES
SUGGEST UPWARDS OF 300,000 PEOPLE ACROSS THE NIAGARA FRONTIER WERE
WITHOUT POWER.
THE GREATEST SNOWFALL OCCURRED OVER THE NORTHERN HALF OF ERIE COUNTY
AND THE SOUTHERN EDGE OF NIAGARA COUNTY WHERE 22 TO 24 INCHES FELL.
AT THE BUFFALO AIRPORT THE STORM TOTAL WAS 22.6 INCHES, MAKING THIS
THE 6TH GREATEST 24 HOUR SNOWFALL ON RECORD. A NEW RECORD WAS SET
TODAY, OCTOBER 13TH FOR THE GREATEST ONE DAY SNOWFALL IN OCTOBER,
WITH 14 INCHES.

THE LAKE EFFECT SNOWBAND WILL WEAKEN AND MOVE NORTH OUT OF THE
REGION THIS AFTERNOON. HOWEVER, IN ITS WAKE, STRONGER SOUTHWEST
WINDS WILL GUST OVER 25 MPH AT TIMES. ANY TREE LIMBS THAT WERE
CRACKED OR WEAKENED BY THE HEAVY SNOW COULD STILL COME DOWN DUE TO
THE WINDS. THE PUBLIC IS URGED TO BE VERY CAREFUL THROUGH THIS
AFTERNOON WHEN WALKING NEAR TREES AND POWER LINES.
FINALLY, THE WATER IN THE HEAVIEST SNOWPACK IS ESTIMATED TO BE IN
THE RANGE OF 2 TO 2.5 INCHES. AS THE WATER IS RELEASED DUE TO
MELTING, THE THREAT FOR FLOODING WILL INCREASE. FOR THAT REASON,
FLOOD WATCHES ARE IN EFFECT FOR NORTHERN ERIE, GENESEE, NIAGARA AND
ORLEANS COUNTIES THIS AFTERNOON THROUGH SATURDAY.

DISCUSSION
AFTER THE MOST DEVASTATING SNOW STORM EVER IN OCTOBER FOR THE
BUFFALO AREA WE HAVE JUST BEGUN TO PICK UP THE PIECES. WIDESPREAD
TREE DAMAGE AND POWER OUTAGES HAVE BEEN REPORTED...18 OF 21 WEATHER
SERVICE PERSONNEL ARE WITHOUT POWER...MANY WHO HAVE REPORTED
SEVERE TREE DAMAGE.
THE CURRENT SITUATION IS IN THE IMPROVING STAGE BUT THERE ARE STILL
SOME CONCERNS. WIND SPEEDS FROM THIS AFTERNOON INTO TONIGHT WILL BE
QUITE BRISK. THE WINDS ARE CURRENTLY HELPING THOUGH BY BLOWING
THE SNOW OFF WEIGHTED LIMBS THAT HAVEN'T BROKEN YET. THIS IN
CONJUNCTION WITH TEMPERATURES IN THE 40S IS HELPING ALLEVIATE NEW
BREAKAGE.
THE COLD PATTERN WILL CONTINUE TONIGHT BUT FORTUNATELY IT LOOKS LIKE
TEMPERATURES WILL REMAIN ABOVE FREEZING IN MOST AREAS CONSIDERING
THE BRISK MIXING WINDS AND A SLIGHTLY WARMER AIRMASS. A STRONG
SHORT WAVE IS EXPECTED TO SWING THROUGH LATE TONIGHT AND SATURDAY
MORNING. THIS WILL TRIGGER SCATTERED SHOWERS OVER MOST AREAS
BEGINNING LATER THIS EVENING AND CONTINUING INTO SATURDAY. IT WILL
ALSO TRIGGER LAKE EFFECT AGAIN FROM BUFFALO NORTHWARD BUT THIS
TIME IT APPEARS THAT IT WILL BE MOSTLY IN THE FORM OF RAIN. THIS
MAY CAUSE SOME FLOOD CONCERNS SO THE FLOOD WATCH WILL CONTINUE IN
EFFECT FOR NORTHERN ERIE...NIAGARA...GENESEE AND ORLEANS COUNTIES.
A SURFACE TROUGH ASSOCIATED WITH THE SHORT WAVE WILL CROSS WESTERN
AND CENTRAL NEW YORK DURING THE DAY SATURDAY ALONG WITH 850 MB
TEMPERATURES IN THE MINUS 2C TO MINUS 4C RANGE. RAIN SHOWERS WILL BE
LIKELY WITH SURFACE TEMPERATURES CLIMBING WELL INTO THE MID AND
UPPER 40S.
.HYDROLOGY...
RAPID MELTING UNDERWAY OF THIS MASSIVE SNOWPACK...FROM ABOVE AND
BELOW DUE TO WARM GROUND. RAIN LATER TONIGHT WILL AGGRAVATE THIS
SITUATION WITH AMOUNTS OF 0.25 INCH TO 0.50 INCH EXPECTED. THE PACK
CONTAINS A GOOD TWO TO THREE INCHES OF WATER AND SHOULD RELEASE
DURING THE NEXT 48 HOURS OR SO. THIS SHOULD BRING BUF AREA CREEKS UP
TO NEAR BANKFUL AND WILL BE MONITORED...WITH GREATEST THREAT ON
ELLICOTT CRK SUNDAY AND LOWER TONAWANDA CREEK MON-TUES. SNOWMELT
FLOODING IN RESIDENTIAL AREAS IS LIKELY...ESPECIALLY BASEMENTS
WHICH WILL HAVE INOPERABLE SUMP PUMPS DUE TO THE LACK OF POWER TO
WELL OVER HALF THE POPULATION OF THE AREA. SO WILL CONTINUE FLOOD

THIS FREAKISH OUT OF SEASON EVENT LITERALLY SMASHED ALL EARLY SEASON
SNOWFALL RECORDS AT BUFFALO. THE 22.6 INCHES AT THE AIRPORT...ALL
FALLING IN ABOUT 14 HOURS...WAS REMARKABLE AND COMPARES WITH THE
PREVIOUS 6 INCH RECORD FOR THE MONTH OF OCTOBER SET WAY BACK IN 1909

ON THURSDAY, OCTOBER 12, THE BUFFALO AIRPORT RECORDED 8.3 INCHES OF
SNOW, BREAKING THE ALL TIME RECORD FOR DAILY SNOWFALL IN OCTOBER,
WHICH WAS 6 INCHES LAST SET ON OCTOBER 31, 1917.
THURSDAY'S RECORD DID NOT LAST LONG HOWEVER. THROUGH 5AM FOR FRIDAY,
OCTOBER 13, BUFFALO RECORDED 10.9 INCHES OF SNOW, SETTING A NEW MARK
FOR THE SNOWIEST DAY IN OCTOBER SINCE RECORDS BEGAN BACK IN 1870.
THE CULPRIT FOR THIS RECORD SNOW IS THE EARLIEST LAKE EFFECT SNOW

New York clobbered by record snowfall; 230,000 lose power
Oct 13, 2006 - BUFFALO, N.Y. (AP) _ Up to two feet of snow
from an extraordinary fall storm closed roads, cut power to some 230,000
customers and left this city paralyzed as officials banned driving in the region
Friday.
The snow, delivered in a fury of thunder and lightning, blanketed Buffalo and
surrounding areas Thursday night and early Friday. A 105-mile stretch of the New
York State Thruway from Exit 46 at Rochester to Exit 59 at Dunkirk, southwest of
Buffalo, was closed Friday morning because of heavy lake-effect snow.
``Everything is at a standstill," said David Ries, owner of the Woodlawn Diner
in Buffalo. ``There are a lot of people not even supposed to be leaving their
homes because of the driving ban."
Trees and hedges that had yet to lose their leaves crumpled into heartbreaking
heaps. Unharvested apples and pumpkins were buried and schoolchildren who began
the week with the Columbus Day holiday ended it with a snow day.
The season's first snowfall in western New York left more than 230,000 customers
without electricity.
As of 8:30 a.m. Friday, 18 to 24 inches of snow had fallen in the general
Buffalo area, said Tom Paone, a meteorologist with the National Weather Service.
The snowfall had moved north over Niagara Falls and ``at least for the immediate
Buffalo area, the worst is over."
``We just missed getting hit by a (falling) branch," said Maxwell Ellis after
driving into Buffalo from the northern suburb of Kenmore Thursday evening for a
gubernatorial debate between Democrat Eliot Spritzer and Republican John Faso.
Ellis had pulled out his boots, a hat and winter coat but others were
unprepared, using sleeved hands to clear snow from their cars and tiptoeing in
shoes.
On Thursday, 8.3 inches of heavy snowfall set the record for the ``snowiest"
October day in Buffalo in the 137 year history of the weather service. The
record lasted for all of one day after another foot of snow fell early Friday.
The previous record of 6 inches was set Oct. 31, 1917.
Many area municipalities have declared
states of emergency or travel bans as of 12:30 a.m.

in the weather service's 137-year history. The record lasted for all of one day,

Starting winter with a bang
It was like the middle of winter this morning with near zero visibility in heavy
snow, temperatures in the lower 30s. The high for the day in Arlington Heights
was only 37º and late this afternoon, hours after the snow ended, snow was still
nearly 1.5" deep in shaded areas in my back yard.
The metro area's EARLIEST
measurable snow on record Thursday--one of the 6 earliest snowfalls in 121 of
weather records here!
Never before in 121 years of weather records dating back to 1885 has as
much snow fallen as EARLY in a new snow season as it did Thursday. That was true
not only in Chicago, but in DeKalb and Rockford as well. Across the lake, Grand
Rapids, Michigan, the 1.4" of snow which had accumulated by midday was the
heaviest so early in the season. On only 6 occasions in all the years since
official snow measurements began in Chicago back in 1885, has snow fallen
(including "traces" of snow—i.e. less than 0.1") as early or earlier,
underscoring the uniqueness of Thursday's snow event.
Our National Weather Service colleagues at the Chicago Forecast Office report
the first flakes of snow fell for 23 minutes at O'Hare between 1:17 am and 1:40
a.m. Thursday morning. Midway Airport didn't report snow until just after 9 a.m.
For periods of 15-30 minutes, visibilities across sections of the metropolitan
area dropped under 1/4 mile, lending the snowfall a truly wintry
appearance---especially once it began to stick. That the snow DID stick is
rather remarkable all by itself, considering ground temperatures immediately
below the surface were reported at 54-degrees as recently as Wednesday evening.
The scenes produced by these rare nearly season snow accumulations—a cover of
snow on autumn leaves which have only reached their peak color over the past
week or two and which have only
begun to fall—can only be described as surreal—but
surreal AND beautiful at the same time! Warm ground temperatures have rendered
the day's accumulations fleeting, to say the least. But, before melting, 0.3"
was measured officially at both Midway and O'Hare, according to veteran weather
historian and climatologist Frank Wachowski. Other preliminary area
accumulations which our viewers and readers have shared with us include:

0.1" WGN studios, Chicago's northwest side
Before Thursday's snowfall, the earliest measurable snow here occurred in
two different years at O'Hare International on October 18—approximately one week
earlier than today's date (October 12). The first was the 0.7" which fell on
October 18, 1989 and the second was a 0.2" accumulation in 1972. With southern
Lake Michigan's water temperatures still averaging 60-degrees, it took the day's
strong west winds to assure that lake-generated warmth wasn't a factor in
lakeshore areas in deterring Thursday's snow from accumulating.
Matt Hoelter sent us these images of Thursday's unusual snowfall in
McHenry County. He reports the snow showers there were dramatic in appearance as
they hit but that, as in other sections of the Chicago area, they were
comparatively brief. Matt reports 0.5" accumulated before melting in his

Snow shaft Thursday from 13th
floor in Schaumburg
Visibilities dropped to fractions of a mile in Thursday's heaviest snow
showers. This photograph taken by Jennifer Jordan from the 13th floor-level
around 11:05 am this morning in Schaumburg shows one of Thursday's approaching
snow showers and clearly shows its concentrated shaft of snow it produced. It's
easy from this to see how heavily snow fell from some of the day's snow squalls
and how accumulations occurred despite the warm ground on which the snow fell.

early October?? Rare 1.25" snowfall at Deerfield's Briarwood Country Club made
it possible Thursday
By 11 a.m., Paul Voykin, grounds superintendent at Deerfield's Briarwood
Country club tells us 1 and 1/4" of snow was on the ground. It proved enough for
this rare early October snowman. Paul, who tells us he's referring to this shot
as "Indian Summer at Briarwood Country Club", also reports Thursday's
accumulating snow may only have been Deerfield's 10th or 11th snowfall this
early in the season in over the past 110 years!

A LITTLE TO THE SOUTH OVER THE PAST FEW HOURS AND IS NOW EXTENDING

CHAUTAUQUA COUNTY. THE LATEST MODEL GUIDANCE STILL SUGGESTS THAT

A lake effect snow warning remains in effect until 6 am EDT
Friday.
A band of heavy wet snow over central and southern Erie counties
will drift slowly to the north overnight. Total snow accumulations
will range from 6 to 12 inches. The heavy wet snow will cause
widepsread tree damage and bring down power lines... causing
widespread power outages.
Remember... in lake effect snow the weather can vary from locally
heavy snow in narrow bands to clear skies just a few miles away.
If you will be traveling across the region be prepared for rapid
changes in Road and visibility conditions. The heavy wet snow will
bring down numerous tree limbs which will also impact travel on
roads. Stay tuned to NOAA Weather Radio and other radio and TV
stations for further details or updates.

on October 12, 2006
The short term forecast for northern Erie, Niagara, Orleans, and Genesee
counties. A lake effect snow warning continues for the region through 6am
Friday. A band of moderate to heavy lake snow extending from Lake Erie across
the Buffalo metropolitan area to Alden and Batavia will remain in place through
about 1 am. The snow will temporarily remain out of Niagara and much of Orleans
County during this time. The snow band will then start to move north after 1 am.
Snowfall rates of an inch an hour have downed countless trees across then
northern half of Erie County, southern Niagara County and portions of Genesee
and Orleans counties. This has led to widespread power outages. Do not go
outside in area where heavy snow has fallen unless absolutely necessary. You
could be electrocuted from downed power lines obstructed by the snow. Although
some of the snow will melt on warmer roads and grassy areas, the snowfall will
continue to take down tree limbs and power lines. Travel will be difficult. The
visibility will be reduced to under a quarter of a mile at times with occasional
thunder and lightning as well.

DAY IN OCTOBER OF 6 INCHES WHICH WAS SET ON OCTOBER 13, 1909
AND AGAIN ON OCTOBER 31, 1917.
THE CULPRIT FOR THIS RECORD SNOW WAS THE EARLIEST LAKE EFFECT SNOW
STORM ON RECORD TO HIT THE CITY OF BUFFALO.

LAKE EFFECT SNOW STORM CONTINUED TO PUMMEL PORTIONS OF WESTERN NEW YORK
INCLUDING THE CITY OF BUFFALO LATE THURSDAY NIGHT. THE BUFFALO AIRPORT RECEIVED
8.6 INCHES OF SNOW FOR THE DAY, MAKING IT THE SNOWIEST OCTOBER DAY SINCE RECORDS
BEGAN IN 1870. UTILITY COMPANIES WERE REPORTING OVER 1000,000(sic) CUSTOMERS
WITHOUT POWER.
THE WIDESPREAD POWER OUTAGES WERE A RESULT OF A COMBINATION OF VERY HEAVY WATER
LADEN SNOW ACCUMULATING ON TREES THAT STILL HAVE MOST OF THEIR LEAVES. TREES
LIMBS BREAK UNDER THE WEIGHT OF THE SNOW AND BRING DOWN POWER LINES AS WELL.

THROUGH THE CITY OF BUFFALO TO THE NEARBY SOUTHTOWNS. BRISK WELL ALIGNED WINDS
EXTENDED THE BAND AS FAR INLAND AS THE WESTERN SUBURBS OF ROCHESTER AT TIMES. AT
THE SAME TIME, NO SNOW AT ALL FELL ACROSS THE TRADITIONAL SNOWBELT AREA WELL
SOUTH OF BUFFALO. THE SNOWBAND WILL STAY LOCKED IN ACROSS THE AREA WITHIN A FEW
MILES OF THE CITY OF BUFFALO THROUGH THE MORNING RUSH HOUR THEN GRADUALLY DRIFT
NORTHWARD OUT OF THE AREA AND WEAKEN AS THE MORNING PROGRESSES. DRIVING BANS

HAMMER THE REGION AROUND BUFFALO NEW YORK THROUGH THE WEE HOURS OF FRIDAY
MORNING. BY 3AM, THE BUFFALO AIRPORT HAD RECEIVED 14 INCHES OF SNOW WITH NEARLY
4 INCHES OCCURRING IN THE PAST HOUR. ELSEWHERE, IN THE VILLAGE OF DEPEW, THE
SNOW HAD QUICKLY PILED UP TO 24 INCHES SINCE IT BEGAN LESS THAN 12 HOURS AGO.
THIS IS AMAZING CONSIDERING THE WATERS OF LAKE ERIE WERE A WARM 62 DEGREES AS
THE SNOWBAND FORMED LATE THURSDAY. UTILITY COMPANIES WERE REPORTING WELL OVER
1000,000 CUSTOMERS WITHOUT POWER. THE WIDESPREAD POWER OUTAGES WERE A RESULT OF
A COMBINATION OF VERY HEAVY WATER LADEN SNOW ACCUMULATING ON TREES THAT STILL

TOTALS ACROSS MUCH OF WESTERN NEW YORK FROM THURSDAY AFTERNOON
THROUGH EARLY THIS MORNING. GENERAL ACCUMULATIONS OF 1 TO 2 FEET
WERE COMMON ACROSS THE NORTHERN HALF OF ERIE COUNTY...INCLUDING
METROPOLITAN BUFFALO. THE HEAVY WET SNOW ON LEAF COVERED TREES

SNOW STORM DELIVERED A KNOCKOUT PUNCH TO PORTIONS OF THE NIAGARA FRONTIER LATE
THURSDAY NIGHT THROUGH EARLY FRIDAY MORNING. THE STORM SET RECORDS FOR SNOWFALL
SO EARLY IN THE SEASON AND ALSO PRODUCED EXTENSIVE DAMAGE ACROSS THE AREA.
ALTHOUGH THE LAKE EFFECT SNOWBAND WAS NEVER MORE THAN ABOUT 15 MILES IN WIDTH,
IT SET UP ACROSS THE MOST HEAVILY POPULATED STRETCH OF WESTERN NEW YORK,
INCLUDING THE CITY OF BUFFALO, AS WELL AS NEARBY SUBURBS LIKE TONAWANDA AND
AMHERST IN ERIE COUNTY AND NORTH TONAWANDA IN NIAGARA COUNTY. THERE WERE SEVERAL
INGREDIENTS THAT CAME TOGETHER TO PRODUCE SERIOUS IMPACTS ACROSS THE REGION.
CHILLY SOUTHWEST WINDS FOLLOWING THE PASSAGE OF A COLD FRONT THURSDAY AFTERNOON
ALIGNED THEMSELVES ALONG THE GREATEST LENGTH OF LAKE ERIE. AS THE COLD WINDS
CROSSED THE 62 DEGREE LAKE, LARGE AMOUNTS OF MOISTURE WERE TRANSPORTED INTO THE
ATMOSPHERE. THE TEMPERATURE A FEW THOUSAND FEET ABOVE THE GROUND COOLED JUST
ENOUGH TO TURN RAIN SHOWERS OVER TO ALL SNOW BY LATE IN THE DAY. WINDS REMAINED
OUT OF THE SAME DIRECTION FOR ABOUT A 14 HOUR PERIOD KEEPING THE SNOWBAND NEARLY
STATIONARY OF THE SAME LOCATION. FINALLY, BECAUSE THE TREES IN THE REGION STILL
HAD MOST OF THEIR LEAVES, THE HEAVY WET SNOW WEIGHED THE BRANCHES DOWN AND
EVENTUALLY CAUSED SIGNIFICANT DAMAGE. TREE LIMBS CAME DOWN ON POWER LINES AND
RESULTED IN WIDESPREAD POWER OUTAGES. LATEST ESTIMATES SUGGEST UPWARDS OF
300,000 PEOPLE ACROSS THE NIAGARA FRONTIER WERE WITHOUT POWER. THE GREATEST
SNOWFALL OCCURRED OVER THE NORTHERN HALF OF ERIE COUNTY AND THE SOUTHERN EDGE OF
NIAGARA COUNTY WHERE 22 TO 24 INCHES FELL.
AT THE BUFFALO AIRPORT THE STORM TOTAL WAS 22.6 INCHES, MAKING THIS THE 6TH
GREATEST 24 HOUR SNOWFALL ON RECORD. A NEW RECORD WAS SET TODAY, OCTOBER 13TH
FOR THE GREATEST ONE DAY SNOWFALL IN OCTOBER, WITH 14 INCHES. OTHER SNOWFALL

OR WEAKENED BY THE HEAVY SNOW COULD STILL COME DOWN DUE TO THE WINDS. THE PUBLIC
IS URGED TO BE VERY CAREFUL THROUGH THIS AFTERNOON WHEN WALKING NEAR TREES AND
POWER LINES. FINALLY, THE WATER IN THE HEAVIEST SNOWPACK IS ESTIMATED TO BE IN
THE RANGE OF 2 TO 2.5 INCHES. AS THE WATER IS RELEASED DUE TO MELTING, THE

BUFFALO AREA WE HAVE JUST BEGUN TO PICK UP THE PIECES. WIDESPREAD
TREE DAMAGE AND POWER OUTAGES HAVE BEEN REPORTED...18 OF 21 WEATHER
SERVICE PERSONNEL ARE WITHOUT POWER...MANY WHO HAVE REPORTED
SEVERE TREE DAMAGE.
THE CURRENT SITUATION IS IN THE IMPROVING STAGE BUT THERE ARE STILL
SOME CONCERNS. WIND SPEEDS FROM THIS AFTERNOON INTO TONIGHT WILL BE
QUITE BRISK. THE WINDS ARE CURRENTLY HELPING THOUGH BY BLOWING
THE SNOW OFF WEIGHTED LIMBS THAT HAVEN'T BROKEN YET. THIS IN
CONJUNCTION WITH TEMPERATURES IN THE 40S IS HELPING ALLEVIATE NEW
BREAKAGE.
THE COLD PATTERN WILL CONTINUE TONIGHT BUT FORTUNATELY IT LOOKS LIKE
TEMPERATURES WILL REMAIN ABOVE FREEZING IN MOST AREAS CONSIDERING
THE BRISK MIXING WINDS AND A SLIGHTLY WARMER AIRMASS. A STRONG
SHORT WAVE IS EXPECTED TO SWING THROUGH LATE TONIGHT AND SATURDAY
MORNING. THIS WILL TRIGGER SCATTERED SHOWERS OVER MOST AREAS
BEGINNING LATER THIS EVENING AND CONTINUING INTO SATURDAY. IT WILL

BUFFALO. NY -- Federal officials are in western New York today to get a
look at the storm damage from last week's snowstorm.
Representatives from the Federal Emergency Management Agency are joining
state and local officials to assess extensive damage in four counties where up
to two feet of snow knocked out power and brought down thousands of trees. A
decision is expected this week whether the four-county region around Buffalo
will be declared a federal disaster area, a designation that would allow
individual residents to be reimbursed for some of their losses.
More than 200-thousand homes and businesses in the region remain without
power today. Some of the outages around Buffalo aren't expected to be restored
until the weekend.
Meanwhile, Buffalo's city school system remains closed, while several
suburban districts have decided to stay closed all week as cleanup from the
big snow storm continues.

10/16/2006 - BUFFALO — The Federal Emergency Management
Agency is making up to $5 million in federal clean-up funds immediately
available for four Western New York counties recovering from a freak fall
snowstorm, U.S. Rep. Tom Reynolds said Sunday.
Meanwhile, Buffalo Mayor Byron Brown said the city was ‘‘making progress’’
recovering from the storm that dumped more than two feet of heavy, wet snow on
the area, leaving three people dead and nearly 400,000 homes and businesses
without power.
On Sunday, residents took advantage of sunny skies and temperatures in the low
50s as they began clearing damage from the unprecedented storm that began
Thursday night and lasted into early Friday. The new danger was from localized
flooding from melting snow.
Reynolds said the money would be available for municipalities in Erie, Niagara,
Orleans and Genesee counties under a special emergency assistance program.
‘‘This is welcome and needed good news in the face of this disaster,’’ Reynolds
said.
FEMA officials were expected to arrive in the region this week to assess the
storm damage. The federal government has not declared the region a disaster
area, but Gov. George Pataki has requested it. Such a declaration would free up
even more federal aid.
‘‘We are making progress,’’ Brown said at a news conference. ‘‘But we need
patience, and we need neighbors to keep helping neighbors and family members to
keep helping family members as we return to normalcy.’’
Brown said 90 percent of the city’s streets had been cleared of fallen trees,
branches and downed power lines and were passable. The remaining 10 percent were
all side streets.
Brown said it was too soon to calculate damage costs. ‘‘This is going to be an
expensive proposition, we know that,’’ he said.
The city had 60 two-person crews working to remove debris, said Public Works
Commissioner Joe Giambra. Two private contractors were expected to arrive Sunday
with another 70 crews to help with the cleanup, he said.
City government will be open on Monday, although the city’s 36,000 students will
have a second day off from school. Buffalo School District Chief Financial
Officer Gary Crosby said 31 of the city’s 38 schools still did not have power or
phone service three days after the storm.
‘‘We are wait-and-see about Tuesday. We are making progress every minute,’’ he
said.
Hospitals, senior centers, water and sewage treatment plants and other key
operations were being given priority as National Grid and New York State
Electric & Gas crews continued round-the-clock efforts to restore power.
Nevertheless, it could take up to a week to restore power to some individual
homes in outlying areas, utility officials said.
NYSEG reported it still had 90,000 customers without power midday Sunday.
National Grid said it had about 207,000 residential and commercial customers
without power. Some 392,000 homes and businesses were left powerless in the
storm’s immediate aftermath, including about 70 percent of the city of Buffalo.
‘‘It’s one of those kinds of storms you got to see it to believe it,’’ said
Steve Brady, a spokesman for National Grid.
Crews from New York, Pennsylvania, Massachusetts and Rhode Island were sent to
help western New York get back up to full power.
The American Red Cross set up a dozen warming shelters in Buffalo and its
suburbs. Brown said three of the four centers in the city were filled to
capacity Saturday night, although he could not provide numbers. The city had one
elementary school ready to handle any overflow, with three others on standby,
Crosby said.
A flood watch was in effect Sunday for Buffalo and the Niagara Frontier.
Paone said the storm surprised even weather forecasters, who at first predicted
heavy rain, then just a few inches of snow. But lake-effect storms — caused by
cold northern winds blowing across the warmer Great Lakes — are notorious for
unpredictability.
‘‘What happened was that the air behind the cold front was colder than the
models indicated. There also was a strong jet stream across New York that lifted
the air, and made it even colder. Unfortunately, things came together at the
right time in the right way,’’ Paone said.
‘‘We kept updating our forecasts, but even if we had put out information that
this was going to happen, I’m not sure people would have believed us. There was
no way to anticipate the widespread effect,’’ he said.

BUFFALO, N.Y. (AP) - Five
million dollars in federal money has been approved for immediate use in the
western New York storm cleanup.
Congressman Tom Reynolds announced the money from
Federal Emergency Management Agency today.
A two-day storm Thursday and Friday buried the Buffalo area under almost
two feet of snow, and knocked down trees and power lines.
Almost 300,000 homes and businesses in the region remain without power
today.
FEMA officials are still assessing the storm damage. The federal
government has not declared the region a disaster area, but the governor has
requested it. A declaration would free up even more federal aid.
Today's weather is helping melt the snow, with sunny
skies and temperatures in the low 50s.

Government
response, local resilience factor into recovery from a wintry blow
Comparing this
month's devastating storm to Hurricane Katrina overstates conditions in Erie
County as it tries to recover, but the idea has at least this much merit: It is
a chance for local, state and national governments to show they can coordinate
efforts to deliver relief where it is needed.
Last year's Gulf Coast hurricane was a disaster of
historic proportions that brought out the worst in government at all levels,
especially Washington. With that in mind, the region's congressional delegation,
including the state's two senators, have taken pains to demonstrate their
determination to bring federal aid to Western New York and to monitor
Washington's performance.
There is more than enough work to be done. The disaster that befell this
region was localized, but within its perimeter the devastation was terrible.
Tens of thousands of residents remain without electricity or heat; some won't
have it returned until week's end. Basics like food, water and sanitation are
sudden, unexpected problems.
And, in a consequence that is simultaneously trivial and heartbreaking,
thousands of trees were split and shorn as the weight of heavy, wet snow proved
too much for limbs that still held their leaves. In that regard, Delaware Park
is the emotional ground zero of last week's surprise storm. Early estimates are
that 90 percent of the trees of this magnificent space were damaged, as were
those of the region's other historic parks designed by Frederick Law Olmsted. In
a city famous for its trees, the neighborhood desolation also is emotionally
wrenching. For Buffalo, the challenge will be grueling. The city is
cash-strapped, and the massive amount of work needed to save damaged but
salvageable trees will be hard to fund in light of payroll and human services
needs.
Against that kind of backdrop, local, state and federal officials are
working to clean up the mess and ease the financial blow the storm will inflict
on the region's residents and communities. Gov. George E. Pataki has offered
National Guard troops to help with cleanup. Erie County Executive Joel A.
Giambra accepted, so that an estimated 10 million yards of debris can be cleaned
up before the next snowfall.
There still is suffering in this community, where thousands of homes and
businesses remain without power and services from pharmacies to safe drinking
water have been impacted by an October surprise storm. That storm was a reminder
of how vulnerable Buffalo - or any other city - is to nature. The storm's
aftermath, so far, has been one of how resilient we can be in meeting nature's
challenge.
